NEW DISTRICTS

Is creating new districts the only way the GoK can bring services closer to the people? What if we invested more in transport infrastructure and telecommunication? I would not have to travel to my "home" district to get a replacement ID. I would make an application online and wait to collect my ID by post. If I wanted to pay for my drving licence fee, why shouldn't I be able to walk into any bank, make payment and voila! I guess we are heavily invested in the past and like our historical heritage of districts, provinces, DO's, DC's, PC's .
